Interface EvmSnapshotFinalityVerifier

This is a functional interface and can therefore be used as the assignment target for a lambda expression or method reference.

Verifies that an EVM snapshot is eligible for reuse across block boundaries.

This policy is deliberately separate from EvmSnapshotVerifier. Cross-block reuse requires both checks: the ordinary verifier must confirm that the block hash is still canonical, while this verifier must confirm the host application's finality policy. On rollups that policy may be stronger than the execution node's finalized tag.
